From WinXPnews.com:

Click Start and click the Run command. In the Run dialog box, type diskmgmt.msc and click OK.

In the Disk Management console, right click on the partition for which you want to change the letter and click the Change Drive Letter and Paths command.

In the Change Drive Letter and Paths dialog box, click on the drive letter and click the Change button.

In the Change Drive Letter or Path dialog box, click the down arrow to the right of the Assign the following drive letter option and select the new drive letter. Click OK.

Read the information on the Confirm dialog box. It's important that you do not have programs installed on the drive on which you change the letter, as that can create problems.

Click Yes when you're ready to change the drive letter.

The change takes place immediately. You don't need to restart the computer. If you don't like the new letter, just repeat the procedure and change it back.

Didn't try this one, changing drive letters outside of a formatted drive has always made me a little queasy...

Why don't my shortcuts work anymore [COG]
