This is how you find out how many frames per second your game is running in BF 1942...
While playing, hit the tilde "~" key (above your "Tab" key). Type "Console.showfps 1" to have this displayed; type "Console.showfps 0" to disable it. You'll see the instantaneous rate and average rate in the upper left corner of your screen (turn off the radio buttons to see the whole display better).
Seeing the number of frames per second is useful: you can try all sorts of different video modes, graphics options, and sound options (the sound sampling rate does matter) and see the effect on your FPS.
