The "attach file" option is for images on your PC. When you hit the browse button, it opens the "choose file" box which allows you to search your PC for the file you would like to attach.
To display an image allready on a server/internet, use image tags around the url of the image. For example:

{img}http://www.cogops.com/public_ftp/point/filename.jpg{/img}
In this code, replace the curly brackets {} with square ones []. Also, a way I like to do it is to use HTML. I think it gives me a little bit more flexabilty with positioning, sizing, etc.
Grendel has an FTP section of the site set up for all of us to use. It's pretty much just to upload images etc so that we can post them on the forums. I'm not sure if you know about that or not. If not, I'd be glad to answer any questions, as well as any of the others guys I'm sure.
